What does this saying mean ??

i heard this on a Only Fools And Horses episode where Delboy said this on ''the jolly boys outing'' episode,i havent a clue what it means,anyone know????

The actual saying is "it's cold enough to freeze the balls ON a brass monkey" but this has been corrupted over time.

The most common corruption is "cold enough to freeze the balls OFF a brass monkey". That is the version which Del Trotter was referring to.
Del was implying that if there was such a thing as an actual brass monkey, as in animal, then it would be crying because he'd lost his testicles.

The saying actually comes from the days of Royal Navy sailing ships. On the gun decks they used to keep ready-use cannon balls on a cradle near the guns. The cradle, or frame, was called a monkey or monkey island.

These cradles were made of brass for several reasons: to reduce the chances of sparks when the iron balls were moved around and lifted on or off them, also so that the balls wouldn't rust onto them.

When the weather got really cold ice would form around all this metalwork and the cannon balls would freeze stuck to their cradle. Hence "cold enough to freeze the balls on a brass monkey".

Quite a lot of common sayings have their origin in the Senior Service. For example
"not enough room to swing a cat" has nothing to do with felines. It refers to the naval "cat of nine tails" which was a nasty type of whip used to flog sailors.
"a square meal" comes from the square wooden plates that Nelson's sailors used at mealtimes. They were more stable in a moving ship that conventional round plates.
