Getting a horse on the bit isn't so much about strengthening his neck or topline so much as it is getting him to round himself, thus getting better impulsion from his hind end as it comes more under his body and makes him overall more "compact".
There is no "foolproof" way, honestly. Different methods work for different horses. I'll discuss the ways I've been able to achieve collection and "bridle up" the horse.
Work with a snaffle bit. A running martingale may help you, as may a French martingale, depends on your ability to properly use them, however, so make sure you enlist help if you (or your horse) have never used a martingale. Some horses can find the restriction of their heads to be upsetting and may rear, flip, etc. If you do use a martingale, make sure to use rein stops for that reason.
At the walk, shorten your reins and create some tension where you feel contact with the horse's mouth. He should yield to this pressure. When he does, release the tension immediately. He'll learn that when he gives to the pressure and carries himself appropriately, he'll get away from the pressure. Some horses take the contact and pressure as a cue to stop, so make sure you still drive forward with your seat and use a lot of leg. You want to push the horse into the bridle.
If a horse is not responsive with just contact, you may need to change up the feel in his mouth by alternately increasing contact on each rein. It sometimes works better to increase pressure on the rein as the corresponding shoulder starts to come back. (IE right shoulder comes back, pull on right rein, when left shoulder comes back, pull on left rein). Again, as soon as you get a response you want to give the relief. It's important to not jerk back on the reins and see-saw, but rather just alternate the feel in the horse's mouth.
Time and consistency are the key to getting a horse to bridle up. Good luck!
